Continuous and resilient

Statement

Cross-border health services stay available, including during disasters and disruptions, and changes never put the continuity of care at risk.

Rationale

The region faces hurricanes, earthquakes, outbreaks and unreliable connectivity. Cross-border data matters most exactly then: during emergencies, evacuations and outbreaks.

Implications

  • Every change is preceded by a risk analysis.
  • Critical services are highly available and have fallback procedures, including offline or degraded modes.
  • Hosting and backups are distributed, so a single disaster cannot disable the whole region.
  • Proven solutions are preferred, and innovations are tested in controlled environments.
  • Solutions are documented before production.
  • Data is stored so it can be migrated, and an exit strategy is defined before entering a commitment.
