Value-driven¶
Statement¶
We only build or adopt cross-border services that demonstrably add value to quality, safety, access or efficiency of care.
Rationale¶
Health budgets in the region are limited. Every investment must show its benefit relative to its cost, for patients and for the participating countries.
Implications¶
- Each building block or use case states its expected value and costs in advance.
- Value is measured after implementation and reported back.
- Use cases with the highest cross-border impact go first (e.g. referrals, laboratory results, outbreak response).
- We avoid duplicating functionality that already exists nationally or regionally.
