Incremental and proportionate

Statement

Interoperability is built step by step, starting from a minimal common base that is sized to the capacity of each country.

Rationale

Caribbean states differ greatly in size, digital maturity and staffing (OECD & World Bank 2023; PAHO 2026). An architecture that requires everything at once excludes the smallest states. A shared minimal base lets every country join and grow over time.

Implications

  • We define the minimum set of building blocks a country needs to take part.
  • Countries can join at different maturity levels and still exchange data.
  • Solutions take into account the operational and staffing capacity of small administrations.
  • We build on existing national systems and investments instead of replacing them.
